It isn't clear metacommand which itself represents a command in XTCE can package more than one command.  Essentially this is multiple commands stuffed in a single packet

XTCE is not constrained to one command per packet.  A packed command packet could be composed of any number of arbitrary CommandContainers.  XTCE lacks rules on when to transmit a packed Command Container, but the utility of adding those rules to the exchange format has to be traded against additional complexity.
