In fact, the situation is quite complex because the actors involved include governments, national oil companies, independent oil companies, and oilfield service companies. The chain of custody and responsibility for the data is complex, and a conservative approach may severely limit the ability to deliver value-added services. Some of them have to do with availability, some architecture, and some challenges are focused on data management. In that latter category is Data Residency, which focuses on where data is stored to meet governance and compliance requirements. While there is increased pressure to legislate, implementation of these policies is challenging for at least two reasons: building systems that can manage data at this scale and mapping business or legal requirements to enforcement and audit.
