Gerald
Beuchelt
Project
Software Systems Engineer,
The MITRE Corporation
Gerald Beuchelt is a Project Software Systems Engineer. He
is focusing on web services and identity management technology
and their application in the context of complex government
programs such as modernizing healthcare. Gerald is one of the
original authors of the hData specifications, which are
currently undergoing standardization within HL7 and the OMG.
He has been focusing on improving interoperability and
efficiency of data exchanges in highly distributed computing
environments, using service orientation principles and RESTful
architectural approaches. In this role he is also actively
engaged with the identity and privacy management communities.
Gerald is also active in other government acquisition
programs, focusing on information assurance, security
engineering, and certification and accreditation.
In his former role as a Web Services Architect in the Chief
Technologist's Office of Sun Microsystems he was working on
the development of new Microsoft interoperability technologies
across Sun's software product portfolio, with a special focus
on service interoperability and identity. In this role Gerald
has successfully lead a number of high-profile internal and
external projects and significantly influenced Sun's strategy.

Hamm
Informatics
Architect,
Apelon, Inc.
Mr. Hamm is an Informatics Architect at Apelon, Inc., a
preeminent health care terminology products and services
vendor. In this role he has worked internationally with both
private and public sector institutions on the development and
utilization of terminology services and terminology service
standards.
Russell is an active participant in informatics standards
activities, and a past co-chair of the HL7 Vocabulary Work
Group where he is responsible for maintaining the HL7
vocabulary and leading the Common Terminology Services -
Release 2 (CTS 2) service specification within HL7.
As an active participant in informatics for over nine
years, Russell is a respected member of both the business and
informatics standards communities. His activities range from
designing terminology service specifications, creating on-line
terminology authoring interfaces and providing education and
guidance surrounding terminology best practices.

Dr. Kensaku Kawamoto

Dr. Kawamoto is the Director of Knowledge
Management and Mobilization for University of
Utah Health Care and oversees the institution's
operational clinical decision support and
knowledge management efforts (www.healthsciences.utah.edu/avpit/projects/kmm.htm).
Dr. Kawamoto is also the founder of the
multi-institutional OpenCDS initiative, which is
aimed at enabling clinical decision support and
knowledge management at scale through a
standardized, open-source, and service-oriented
approach (www.opencds.org).
Dr. Kawamoto is a co-chair of the Clinical
Decision Support Work Group at the HL7 health IT
standards development organization, and he has
led the development of several international
health IT standards related to clinical decision
support, including the HL7/OMG Clinical Decision
Support Service standard and the HL7 Virtual
Medical Record specification.

Elisa Kendall

Ms. Kendall has over 30 years professional experience in
the design, development and deployment of enterprise-scale
information management systems for communications, high
technology, and aerospace applications. Her background
includes many years in applied research in knowledge
representation and ontology design, information architecture,
complex event processing, and knowledge based systems
development. She has been instrumental in bridging software
engineering disciplines, such as the Object Management Group (OMG)’s
Model Driven Architecture methodology, which provides a basis
for automating metadata management, and knowledge
representation and reasoning (Semantic Web) technologies. Ms.
Kendall is principal architect of a UML-based ontology
analysis, development and application deployment framework,
and has developed rigorous methodologies for domain assessment
supporting ontology development. Her formal training in
Situation Semantics coupled with extensive systems integration
experience led to Ms. Kendall’s innovative approach.
Ms. Kendall brings deep experience in large-scale, complex
taxonomy, ontology and knowledge-based systems development,
working for customers such as the Defense Advanced Research
Projects Agency of the DoD, NASA’s Jet Propulsion
Laboratory, SRI International. She represents ontology
concerns on the Object Management Group (OMG)’s Architecture
Board, and is co-editor of the Ontology Definition Metamodel (ODM).
She is also an active participant in the ISO JTC1 SC32 WG2
Metadata working group and was a member of the W3C OWL and
Best Practices working groups. Recent projects include
commercial ontology development for travel, agricultural,
chemical engineering, financial services, and

Ms. Singureanu
is a co-founder and CEO of Eversolve LLC, a healthcare
interoperability consulting practice. During more than sixteen
years of experience with software development, information
integration and software architecture development projects,
Ms. Singureanu has been consistently involved in healthcare
integration standards development and implementation. Her
roles have included HL7 Conformance co-chair, HL7 Modeling and
Methodology co-chair, and HL7 Technical Steering Committee
member. Her involvement has ensured that best industry
practices are applied to standards produced by consensus-based
bodies while applying healthcare information technology
standards to accelerate the adoption of interoperable
electronic health record systems and medical devices in
healthcare. As a technical consultant, Ms. Singureanu has
collaborated with leading healthcare organizations, vendors
and consortia, including IHE, HITSP, and MITA, to design,
implement, and deploy strategic architectures as well as
integration solutions, which automate various healthcare
delivery processes and improve the quality of care and patient
safety. These solutions and architectures reflect industry
best practices and use proven software tools and design
methodologies to best meet the clients' needs.
Ms. Singureanu
holds an M.S. degree in Computer Science and a B.S. degree in
Electrical Engineering from the University of Massachusetts,
Lowell.

James St. Clair
Senior
Director, Interoperability and Standards,
HIMSS
Jim St.Clair is a Senior Director for Interoperability and
Standards for HIMSS, the largest U.S. cause-based,
not-for-profit healthcare association focused on the optimal
use of information technology and management systems for the
betterment of healthcare.
St. Clair joined HIMSS in 2011. In his current role, he
oversees, standards, interoperability, and privacy and
sustainment of Integrating the Healthcare Enterprise (IHE)
initiatives in the US and internationally.
Previously, St. Clair was Director of Government and
Healthcare Solutions at AGJ Systems and Networks, a disabled
veteran-owned small business providing IT governance,
architecture, project management and managed services, in
partnership with superior technology partners. In this role,
he provided support to numerous government and healthcare
customers in implementing technology solutions, assessing
security, risk and managing regulatory compliance.
Additionally, St. Clair has been active in numerous
associations, including the Association of Government
Accountants (AGA); Global Association of Risk Professionals (GARP);
National Association of State CIOs (NASCIO); he also chaired a
HIMSS Working Group in Medical Banking. He has served on the
Federal Working Group in XBRL-US and has developed several
white papers and presentations in the Extensible Business
Reporting Language (XBRL).
St.Clair also completed 10 years in the US Navy, serving in
various capacities along the East Coast and Washington, DC.
During this time, he served in several federal working groups
in technology and national security.
A prolific speaker and presenter, St. Clair is a Certified
Information Security Manager (CISM), a Six Sigma Green Belt (SSGB)
with the American Society for Quality (ASQ), and a Project
Management Professional (PMP). He earned a BA in Business
Administration from the University of Mississippi. |

Craig Stancl, B.S., is a Lead Analyst Programmer
in the Division of Biomedical Statistics and
Informatics at Mayo Clinic. Mr. Stancl is the
Technical Lead for the LexEVS project, co-chair
of the Health Level Seven (HL7) Service
Functional Model for Common Terminology Services
Release 2 (CTS 2) draft standard for trial use (DSTU)
and member of the Mayo Clinic CTS 2 submission
team to the Object Management Group (OMG).
