Technical Debt Specification
Announcing Plans for 2016
has launched a project to specify a measure of Technical Debt.
measure will utilize CISQ's Automated
Quality Characteristic Measures to detect critical vulnerabilites in
the source code of software. The Software Engineering
Institute is engaged in the project. In addition to an automated
measure, we will provide a general framework for describing and
analyzing technical debt. Anticipated submission to the OMG® will be
CISQ will also begin work on a specification for
Quality-Adjusted Productivity, which will help IT executives
evaluate development effort based on the quality of
software produced. The measure will be designed to correct a
release's productivity figure for the effort required to fix defects
injected during the current release.
Additionally, CISQ is developing a certification program. Service providers
will have the ability to certify software structural quality according to industry standards. To do so, CISQ is
writing a conformance assessment program for tool vendors and service
providers. We're also writing a professional knowledge exam to
advance core competency in this area.

D.C. to brief Federal IT on code quality standards.
